Minutes of the meeting of 12/18/06

Meeting Opened at: 8:30am

Select Board Members Present: Michael Storch, Chairperson, Wayne Burkhart and Jonathan Sylbert

Also in attendance for the meeting: Laurily Epstein for the Monterey News

The board met with the Director of Highways, Maynard Forbes and reviewed the following items:
1.      M. Forbes informed the building inspector and board that he was informed that the numbers at 519 and 521 Main Rd are incorrect and need to be corrected.
2.      Trench for the electric line for the pole/basketball court light is being dug this week.
3.      Town Hall boiler; was plugged up this Saturday, Lipton cleaned it out, changed the filters and it seems to be working properly now.
4.      M. Forbes will hang the pictures that are downstairs in the meeting room this week.
5.      M. Forbes will bring the information from CET regarding the items the town was awarded through the CET grant.

The board met with Building Inspector, Donald Torrico and reviewed the following items:
1.      Kinne’s Grove inspections; work found to be done without a permit.
2.      Letter of appointment for plumbing alternate; D. Torrico is working on it, was unable to get it done last week as some other emergencies came up.
3.      Letter to D. Shifrin was written with his options to remedy the situation and will be mailed out today.
4.      BOH and Building Dept went to Art School Rd Inn last week to perform and inspection and were denied access.  The Building Inspector and Health Agent informed the owners of what needed to be done there to be compliant as an Inn.
5.      R. Gauthier came in to let the Select Board and the Building Inspector know that D. Clawson is working with Patriot software to get the information needed to integrate with the new building department software.

The board met with Town Accountant, Barbara Gauthier to review the following items:
1.      The warrants were signed.

Miscellaneous Select Board Items Reviewed:
1.      The minutes from 12.11.06 were approved as corrected.
2.      The board thanked L. Epstein for her service in covering the Select Board meetings for the Monterey News.  M. Leonard will begin covering the Select Board meeting for the Monterey News beginning January 8, 2007.
3.      R. Gauthier of the Board of Assessors stated that there more than 80% of properties in Monterey “lost acreage” while calculating for the new maps.  If anyone is upset or feels that the assessment is incorrect, please contact the Board of Assessors at 528.1443 x115.
4.      Town of Monterey received $35,000.00 from the State lottery fund last year (FY06) and this year (FY07) we will receive $42,000.00.
5.      Bally Gally and its status as affordable housing; J. Sylbert questioned if the current rent being collected would fall under the affordable housing guidelines.
6.      The board asked M. Noe to call W. Marsh of the Monterey News for a fax number.
7.      D. Mielke of Corashire Realty came in to let the board know that the Kinne’s Grove property sale closed on Friday, January 15, 2006.
8.      M. Storch received a call from Berkshire Connect to advise him that Time Warner is very anxious to run cable into the town.  M. Storch called them on 12/10 and again on 12/14 and was told to call a Mr. Mucha, supervisor, a voicemail was left for him.

9:30am – 11:06am: Executive Session; Employee Compensation Committee
Roll call was taken by the Chair. All Select Board members were present. A motion was made by W. Burkhart to go into executive session, seconded by J. Sylbert, and approved unanimously.

11:07am: Mick Garrold of MIIA and Pat Mielke, Town Treasurer
Coverages were extended in the following areas:
·       Medical coverage rider for volunteers performing town duties up to $10,000.00 to cover expenses (i.e if a Board of Health member were to get bit by a rabid animal)
·       HR package module was added – J. Sylbert asked if conflict resolution services were available.
·       Monterey was nominated for a 2 year rate guarantee for FY08 and FY09 based on our excellent history.
·       J. Sylbert questioned how the rates were set year to year statewide to help understand why it would be beneficial to sign up for multiple years.  M. Garrold explained that the rates are based on various exposures, types of buildings, worker’s comp experience and shock losses.
·       J. Sylbert asked about the Wilson McLaughlin coverage.  If they (Friends of Wilson McLaughlin Group) want full coverage it will cost an additional $500/yr.  MIIA will have a loss control officer come out to evaluate the actual building and will get back to the board with costs for coverage. An entity outside of the town’s jurisdiction would be outside of the town’s coverage and they would need to be added as an additional insured on the policy.
·       A motion was made and seconded to sign the MIIA insurance agreement.
